Oh.. So like the "merge" option in load?
Oh if you are trying to take another saved vehicle and load it into another craft you are building, then yes you need to do that.
You then need to use the reroot tool and click on the part on the rover you are going to use as the attachement point so that it becomes the new root part. You will then be able to attach that merged vehicle to the current one.

Reroot your vehicle so you're grabbing it by a part that can be connected to something else. Drop it in the sub assembly save area in the menu to save it.
Open your transport. Open the sub assembly menu. Select your vehicle and attach it.
