The games underlying physics is a simulation based on Newtonian laws. So making the claim of "using the same physics" yelds the result of;

then yes, even drawing a picture of a collision could count as a simulation.
KSP is merely attempting to visually mimic the effects you would expect from an accurate physical representation or simulation which is NOT being performed.
For example, aerodynamics are completely faked in KSP. It's done simply with math that does NOT involve an atmosphere with any physical properties besides a single float variable multiplied by altitude to produce your lift/drag/and heating effects. Script is being ran, physically accurate simulations are not being performed.
I do CGI simulations that involve ACTUAL Newtonian simulations and even those are AWFUL if you don't increase all accuracy vars, physics steps, and calculations per frame. But KSP ain't even close to that. KSP as with ANY physics system in ANY game technically counts as a "simulation" of what ever type of physics you want to mention, but so what?
We're talking about the game's physics as an existing thing, we've seen it, we know it, and we can understand how it looks by looking at the math that composes it. It's a tangible thing, and that's what we're talking about.
When we say it has the same physics as the previous game, we clearly aren't saying "Oh man, it's attempting to simulate Newtonian physics just like KSP 1 tried to do" we CLEARLY mean it has the same physics - the tangible thing we were taking about as KSP one, which means KSP 2, by our observation will simulate physics with the same or similar code as the first game and therefore will have the same issues if wonky solutions aren't added before release such as auto-strut which will fix wobble but won't help with performance.
