If that doesn't work, it might be a read-write issue. Make sure your KSP folder isn't set to read only in properties.
Your graphics card also has a texture quality setting, make sure that's not on low as well.
Not sure why it didn't affect the fuel tank though.

Texture resolution is a button selector, not a slider.

Oh! My bad, I was looking at the in game version which uses arrows.
Yeah that's the one though. I assume you've tried restarting the game?
Can you go and find your KSP settings.cfg file? (Right click KSP, go to properties, local files, "browse local files" You can open a .cfg file with notepad, it's just text.) It'll say what your actual graphics settings are at as far as the game is concerned. This part specifically:

I'm still thinking it's a read/write issue with your KSP folder. The settings are there but they aren't getting applied maybe.
Back out to the "common" folder, and right click the KSP folder, go to properties, there will be a box that says "read only" if it's checked, uncheck it and apply to all folders and subfolders.

Nah it's not just you, it's windows being an absolute tool about anything installed in the program files folders. It's very possesive of those. We only really need the settings to apply once though, if it goes back to read only after, no big deal. You can fix it by taking ownership of the folders back over from Windows, but that's quite a task, and I don't recommend it to anyone who isn't pretty darn computer savvy.
Btw, have you checked your graphics card settings too? There is another setting for texture quality in there, and it can over-ride the game settings some times and/or make your textures look worse.
If you look closely, yours are definitely really blurry, I don't think it's just you. (Zoom both pics in and look at the black and yellow caution striping.)
I mean KSP has pretty lack luster textures yeah, but this has happened to me before (and others, you aren't the first to have this issue) as well, usually after a re-install. Some textures look good and others are super blurry.
Re-applying the settings and restarting the game always worked for me though. If none of the things I suggested worked, try deleting the settings.cfg file, then go back to Steam, right click KSP, properties, local files, "verify integrity of gamecache."
