I can't get my symmetry count to four in ksp
Can someone tell me how to please

Are you in mirror or radial symmetry? Press R to change mode.

VAB defaults to radial, SPH defaults to mirror. You click on the symmetry "wheel" display to change the number, it's near the bottom left of the screen, next to the parts list.

If you mouse over a part that has symmetry the mode will change to that parts mode so be careful as you are placing the part.

press x to increase the symemetry, also press R as stated above in Chibbity post and follow his instructions. note; SPH (the one next to the runway) is really for planes and rovers and VAB (one next to the launch pad) is for rockets

It could be that there's no room for a 4 piece symmetry placement
