OK, I think I'm good, then. The solar panel in question is still attached to the ship, it just reads 'broken!'. It's in low Kerbin orbit.
I just need to get an engineer up to it.

What I have done on some missions is have a spare panel and fit it with KAS.
Solar panels often get smashed to bits by EVA Kerbals so good to either have too many or some spares.
I still have one solar panel working.
Are you saying my engineer (who I have headed for this ship) can't fix the broken panel?

Well, it won't cost me too much to find out.
I know engineers can re-pack parachutes.
I used a very cheap rocket to try this with. remote with an engineer.
The KIS mod would help too.
You could send an engineer up and bump into the solar panel and edit your save file to make your panels not broken and pretend your engineer bumped it and fixed it.
