You can either roll back to 1.3.0 which is compatible via the Steam beta tab or you can wait for the BDA 1.3.1 update which should be coming soon.

So "jrodriguez" one of the developers of BDA, is lying when he says it doesn't work in 1.3.1?
If you try to run the latest version of BDAc on KSP 1.3.1 you will see that the BD parts category on the editor will not appear. Besides, an exception is raised on the logs.
We have already fixed this on our dev branch we expect to release a new version of BDAc supporting KSP 1.3.1 (plus new awesome features) soon.

You followed the instructions exactly?
"Also, to correctly install BDAc, first download the latest release (not the source download) and then extract the BDArmory folder contained within the zip file and place it into your KSP/Gamedata folder ... Do not, I repeat, do not place the Gamedata folder contained within the BDAc zip into your Gamedata folder as this will cause umpteen million conflicts to arise as the BahaTurret pickle looks for textures, configs and whatnot in specific places"
And your install path is correct?
The BDArmory folder though right? Not KSP>Gamedata>Gamedata>BDA
The download comes in in it's own gamedata folder, you don't want that one.
