Procedural Parts help

[Red Lord - The Mistake of Mars]

I have been attempting to install procedural parts for KSP 1.3, and the specific parts from the mod do not appear in the VAB or in the Spaceplane Hanger. I exported the .zip straight into the ksp main folder, and merged it with the existing game data folder. The other mods I have installed should not conflict, as I have seen a youtuber use this exact mod list in their videos, so I do not know why the mod is not installing properly. When the game loads up, in the loading bar I can see that it loads at least some part of Procedural Parts, but I cannot tell how much. During my attempts to get this mod list working, I have performed multiple clean installs, remove ckan and the other folders that linger after an uninstall, and yet, it still won't work. Any help that could be provided is welcome.

Are you using 1.3 or 1.3.1?
