Because the sound is so good the devs do not want you to hear it, so they cause you to go deaf.

It is a form of negative feedback; if you don't want to hear that noise don't hit the ocean at high velocities. :steamhappy:

Probably is a sound stacking issue, as in, for some reason multiple instances of the sound effect play at the same time and multiply the volume.

Launch clamps will do this as well as decouplers.

^ this :D

Also there are effect volume settings - this will obviously affect other sounds as well. But maybe you can find a setting that prevents you from going def while still providing an enjoyable sound experience.

Since there is no dedicated splashdown-sound-file I doubt that there is anything else that you could do about this with reasonable effort. However there are dedicated files for explosion sounds etc. so if turning down the overall effect volume makes other things not audible enough you could try to edit some sounds manually in order to raise their volume... But beware - KSP updates will likely reset your edits so keep backups.

What are you doing landing in the ocean at that speed for, don't you have any parachutes?

Maybe trying to set a new speed record from ocean surface to ocean floor...

It is indeed a feat hitting the water or the ground for that matter with 700m/s, not any rocket can do that. His creation is quite aerodynamic.

That means you're going too fast to use them
