But, if you want to tweak parts, I'd recommend spending a bit of extra time and getting familiar with Module Manager, and using Module Manager patch files instead to effect your changes.
Reason for doing this is if you want to revert your changes, it's as easy as pulling the patch file out, and adjusting the changes only requires adjusting the patch file, rather than having to dig into the actual part files each time. Also means you aren't going to lose your adjustments if you have to verify your KSP install.

I have hidden files shown and look in the parts directory, it is the first place I did look. The files never show up.
they should be right there
if you want, say the xenon tank,
D:\SteamLibrary\steamapps\common\Kerbal Space Program\GameData\Squad\Parts\FuelTank\xenonTank.cfg
is the part file that handles all the other files for that part

That helped, thanks, it seemed to refresh the folder when I verified the game integrity
