What level is the game refering to?
Reaction wheels still respond to your inputs. SAS doesn't turn them on or off, just adds "assistance" to stop things from forever moving and point the craft in certain directions. You can disable reaction wheels through the right click menu or assign the toggle function to an action group in the editors (SPH / VAB)
