I'm not personally familar with vesselmover myself. However afaik it won't allow you to build outside the VAB, just move vessels.
If you want to move a vessel , it has to be the active vessel, click on the vessel mover tab and select move,
Your craft will then be suspended a set distance from the ground, there are four preset hieghts that can be used by pressing the TAB key, and fine altitide adjustment is done with the throttle keys, throttle up for higher and down for lower. Depending on at what level you are moving, you will either move fast or slow, the closer to the ground you get the slower the movement will be. At max altitude you can be at the poles in seconds
Moving the craft is accomplished by used of the wasd keys , Once you've moved the craft to the position you require click the place vessel tab on the VM window and you're done
Vessel mover can also spawn vessels , simply click spawn vessel on the vesel mover window and choose from the available craft, once selected, move the craft to a suitable location and place as you did when moving
