Uusally bot enemies in fps during multiplayer gamemodes (CS2, tf2, DOOM 2016, etc) are barely a challenge, even on hifghest difficulty.

But here? Damn. Even on "Hurt me plenty" I can barely win against enemy bots.

I am genuinely curious. Does enemy bots meant to be this challenging or I have a massive skill issue?

You have skill issue :) "Hurt me plenty" is challenging for new players, and need some skill in q3, but it about q3 mechanics, when you know how to play it's kind of easy. I have completed singleplayer in "Hardcore"

The bots are better than in most games.

Maybe try Team DeathMatch skirmish and let your AI allies take some of the heat. I like to team up with Doom, Phobos, and Tank Jr.
