Q3A has Q3A and mod support.
I think (don't hold me to it) it was to make the age rating lower.
Also I think that most ~12 year old are rather playing mp on CoD rather than a DM on Quake Live...
Game was F2P for quite some time, it was trying to reach a wider audience than the usual "basement metal head geeks" (yeah, I'm stereotyping) who enjoy Quake franchise.
You can mod gibs back in QL and the MP player populations are a bit bigger than Q3:A.

They've been more into the violent/gory type of games though.
Oh that one, Carmack made that game with an engine made for the prototype of an eventual DOS Super Mario Bros before Nintendo said "NO"
Id Soft is well more known for their more mature game overal
(Kinda like how Rockstar North also made more familly-friendly games before they made Grand Theft Auto)
And yeah the lack of gib isn't the worst thing to be honest (especially compared to it becoming a paid game)
