QUAKE and Quake Live.
An interesting fact is that every time I update Qtracker I find A LOT of Q3A servers in Germany. This clearly suggests the presence of an underground gaming scene where someone could obtain a non-Steam retail copy of the game... were they so inclined. Of course I mention this only as a point of interest. I would never openly advocate the violation of any country's laws.
If nothing else, there's always Open Arena, which is completely free and, to my knowledge, not banned in Germany. It's basically Q3A's game logic but with independently developed maps, models, and sounds. If you want to try the Q3A experience without running afoul of any legal entanglements or Quake Live just isn't for you then it does offer an alternative option.
