There are a few fan mod projects in the works that have upgraded Half Life 2's graphics, levels, etc. The most dramatic would probably be the "Cinematic Mod," which adds many "next gen" effects like lens flare, advanced particles and foliage (but kinda destroys the original vibe that Valve had going and comes with weird character models). If you want to experience Half Life 2 as a totally new, ridiculously pimped-out game, go for that and it's 13gb download.
In terms of generally improving and fixing the game, the "HL2 Update Mod" brings with it the many small tweaks Valve made for the console versions of the Half Life 2 saga, with improved lighting and models, as well as fixing a billion bugs. Should be a new version of that out this year that introduces more advanced graphical options that bring it in line with current Source games.
