That being said, the cultist area is WAY harder than Hallowed Hill, and the boss guy in the cultist place doesn't even leave a loot orb behind. There is the nice treasure room past him, however.
Also, at level 25 the enemies remained 25-28, so I don't believe they'll always be higher level. I think the main areas will scale up to a certain level, while these hidden/side areas will have enemies set to a static level.
I found in that Map an Awesome Blue Armor called "Doom Forged Breastplate" but i need to be lvl 27-.-
Salazar the boss in the cultist dungeon still drops items (one that is a unique item) and his "loot orb" is merely unlocking the door to the treasure room.

Mortar works wonders. It won't distract him but does plenty of damage while you run around trying to not get fried by lightning or murdered for being too close when he throws out those orbs. I'm raising a Nightblade now and I don't know what I'm going to do there honestly.
There are even some ARPGs that have this feature as well. Sacred(the first one) had a lot of those areas, where you could find a hidden dungeon that was 5-10 lvls higher than the area around.
It gives you something to look forward to(if you dont want to do it right away), or give you an optional challenge.
I like that the game gives you the option for a challenge, rather than holding your hand the entire way.
The cultist dungeon doesn't appear to scale at all actually.
Nightblade? just max the thrown dagger. ~700 crit per dagger and you throw 5. Salazar and his minion die pretty fast if you just kite them. Throw and run, throw and run.
edit: just did half his hp in one cast at pointblank range. Those daggers are fancy :P
It "may" be possible to modify a character and check with a level higher than 25 to see if it scales, but they likely also have a game maximum (which they will increase throughout aplha/beta, on release, and over expansions).
So yes, right now, it doesn't "seem to" scale, but it likely is designed to.
