Shattered Realm checkpoints in 2025?

1) How far do I need to get for the vendor to sell the 4th piece of the set?
2) Any suggestion for the achievement that requires to hit all the 5 shrines in a single run? Like at what level I should start. I cleared the 32nd and I never found the 5th shrine

Don't know about the first one.

But the second you don't have to do it in a single run. You can just get each one in individual runs

wiki says 60 so should be sr24 now for SR armour set

the shrines are RNG, there is no set shard it appears on it will occur randomly in chunks

2) Most likely you are waiting for Black shrine to appear which is extremely rare.

I finally found the Shrine of Death! achievement completed, it was my last one. Can confirm these can be found on different runs. I was at 13-1 ultimate hardcore
