Physical resist is hard to get. You need armor absorption too, but that is a different metric (though the functions overlap, mouse over your armor rating to make sure it is high enough). Physical resist is found only on armor and on a few constellations. The most typical place to find it is on shields, but quite a few pieces of armor have it in small amounts. The easiest constellations for it are jackal, lion, dryad, sailor's guide, stag and mantis, though others have it. You can use the build calculator with filters to help you find it.

You can also get physical resists from some classes though. Occultist through blood of dreegs aspect of the guardian, nightblades dual blades, shaman through savagery might of the bear and inquisitors aura of conviction. Not sure if I am missing any through pets since I have never used pets.

physical resist is kind of an exception to the "get all resistances to max" rule because it's just not available in large amounts except for very specific builds, you get some from constellations and maybe a couple pieces of gear.

it's function (not dying to phys damage) overlaps with armor+armor absorption (where you want as much of the former as possible, and the 2nd as close to 100% as possible though a lot of people settle for 96% or higher).

in fact the general amount of phys res available was just lowered 2 updates ago, so now we're running with even less than before on many builds.
Heck, some strong armour bois like Light's defender now even sit relatively comfortably with 0 phys res 😅
