If i get % percent increase on retaliation, does that effect the retaliation damage of people under the effects of abilities like storm spirit?

your bonuses only affect you
so storm spirit+ your % retal will boost your retal, it wont boost others
for others to benefit it needs to be an aura with % retal too/they'd need their own retal bonuses on top the flat retal aura gave
