Is there a place or method that is best for farming this set or is it just random chance across all places in game?

Eh, I was afraid of that, been farming treasure troves, totems, bosses, mini bosses, elite packs - no luck but got 5 recipes :D

Supposedly Ascendant's Spoils from Challenge Dungeons have higher chance for some sets - this one included. And I can confirm I got two pieces from them. How rare it is though, no idea, maybe I was just lucky.

Running ToH with altar modifiers seems to be decent for loot
So far/"anecdotal confirmation bias", seems like it's the shortest/fastest with most Spoils spawning, while having a ton of bosses and chests to get extra chance from. Voidmarked modifier seems like it's pretty decent for loot bonanza bonus, also i kept getting 2x nemesis spawn per run pretty reliably, for extra troves

edit. *i don't know what the base chance is, so i'm not quite sure it's actually worth, but a strat i've been meaning to check out is good old dynamite trove farm, with the Resplendant altar modifier set high.
Was a bit discouraged learning 100% isn't actually 100 and just +100 "to base"/whatever base is 😅 - but with a dedicated trove hunt session it might be worth

It has a cowl recipe so if you just run ancient grove and go to the vendor there you can probably pick it up there pretty easy. Then just make 5 cowls and transmute them. I honestly got the recipe for this like 5 minutes after i started playing after the dlc dropped.

I was lucky enough and managed to get cowl blueprint and 2 pieces from totems and nemesis troves on Ascendant. I know I can just craft cowls and finish set, but one requires 10 Frozen Asters, which is not something I have in excess for now.

Asters seems weirdly rare, specially compared to blooms
feels like 9/10 times i go to pick an Aster it just breaks :/

I agree, it seems that I have more luck getting them from random chests than actually finding them. On the other hand successfully picking one often tends to yield 2 of them, so I guess, that's something. But I do have some flashbacks of the constantly-out-of-Ugdenblooms era. I hope the success rate will be increased a bit.

You only need the plan for the Head. The you just transform Set pieces.... Got my set in 10 minutes..
