You can dodge with the new mechanic or just avoid the move by just walking.
Edit: looked it up myself like a big boy.
Sunder makes you take an additional x% damage for Y seconds. Multiple instances do not stack, only the highest is applied. So it might not be 15%, seems it varies.
It originally applied to armor meaning your armor class was reduced which in effect caused you to take more damage. The amount of damage varies from game to game as its the devs choice what to apply it to or how long its applied.
2 games off top of my head that used it were WoW and Witcher series.
The one I was hit with was a 43% damage increase (yikes), and this was on Ultimate, I did not see any sunder on normal
The first main boss on normal (The snake boss in the cellar) has a sunder attack with his wave attack. They are definitely in normal you must have just never gotten hit with one if you are experienced with the bosses in the game.

yea you can be super tank build and ignore it or you can avoid getting sundered.
If you're homeless just buy a house.
I think they've overdone this debuff just a little tiny bit
