This is either a file permissions issue, or an issue with software such as antivirus.
It is literally something on your system blocking the game from accessing its files, regardless of whether you had a problem before or not.

You got me, I'm just trying to avoid work and there is just no way I could be telling you what the fix is.
For example, some antivirus programs are very aggressive and will delete .exe files of updated games because they are "foreign". That can't be hotfixed by the developer.
since it can't, it means it can't access and overwrite that file "and something is preventing it"
again, this is a "common" thing for a handful of people, which is why both devs and users know the cause *and* the fix(es), because it's always handful of stuff at play
now google or search the forum and find similar occurrences in the past for other users sometimes regardless of patch update
this is why we've come to the reason for the various fixes that exist by simple trial and error....
