Cheating is not officially controlled but honestly it's great, u can do whatever u want and go back to normal playing without cheats after u done it, however, I wouldn't recommend cheat at all it defeats purpose of collecting loot and that building aspect altogether.
Ofc it's greater if u have known buddies but how are you gonna meet new ones if you don't expand from time to time and risk meeting unknown players roaming around fields...

Just tested 1.2 with others killing Mogdrogen and Calla, did some SR, Crucible and if u were alone it would definitely be way harder to do these tasks imo, but that's just logical since more people = more power.
