I killed stephan skinner npc. Can the upcome be good?
Can i get him to be alive again?

Yeah probably. Hoping there isnt important quest he could provide later on, but then like u said. thx

If you convince him to go to DC, he will reward you with a ring(which is pretty strong, in that it has low requirements and give a bunch of health, so great for when starting new characters).

These kind of quest have permanent outcomes. If you get him killed, he is dead.
