In addition, you need to be decent at english to find your way in the world(on the first olaythrough) as there are less "help" in term of arrows and pointers to quests.
So for those who are not native english speaking or just dont have the patience to read 20 lines of text, it might be "a bit too much".
In terms of violence, one of the "cool-factors" in the game, the physics, actually help showing that this is a game. This is because of an exaggerated knockback effect. IMO, this gives it enough "distance" compared to other games(usually FPS) that focus on total realism when it comes to violence.
So yeah, 13-15 seems fine to me. Possible even younger if it is under parental supervision(a parent in the same room, occasionally looking over) in case of questions(as I said, it is a bit more complex than your typical ARPG).
As for the lore being "too dark", I would say that if they have watched or read some of the more adult shows on TV or stories, they wont find anything too extreme here.
I mean, the atmosphere is there, but it is not made super explicit and in great detail. It is not "horror"-material.
Looks like a superb game.
