Fabric quest bug
I'm on the quest to go find the wardens laboratory, I didn't get the fabric quest earlier but I did however get the fabric without having the quest. I don't have the fabric quest, but I do have 3 fabric.

Now all the npc says is stay away from me..

Bug? or can I hand the quest in after I killed the warden?

Lady in devil's crossing with two kids gives fabric quest. After you got enough factions points. I think they must be friendly.

Have you handed in Securing Burrwitch quest to Bourbon?

Yes, I needed friendly status. Never noticed before that friendly was a requirement. I got friendly status later on my new character that's why it confused me and I thought it was a bug.

As soon as I secured burrwitch I was able to pick upt his quest...i didn't look at my faction, but getting friendly should be easy enough to get before you even get there, assuming you hit the 2 side areas on the way there.
