Slay him in broken hills. Been all over can't find him.

Actually, it is a her. He mentions that his daughter has been turned into a harpie, and wants you to kill her.

The harpie is on the west side of the zone, in and east facing alcove off of a north-south path. Probably if you search the internet you can get a more detailed map than these general directions. Put it this way...I've played several chars and never NOT been able to find her. Keep looking.

She dropped down out of the sky near a ruined tower for me. Since the maps are constructed I would imagine she has a high chance if not guarantee to spawn there.

She is in the western area of the Broken Hills.
