You could also check your GPU control-panel to see if you have anything forced on for the game, that may be causing it.
There is a definite blur effect on my screen while moving. I have noticed that it reduces somewhat around certain environments. Depth of Field is off and I've tried all sorts of quality options (quite literally have messed with every video option presented in the menu). This is the only game I have this problem with and judging by the numorous threads regarding this same subject, I'm not alone.
If there is not a built in blur effect, then it's poor optimization and/or a strange conflict with something, but it's a big enough problem that a noticable number of people encounter the same occurance.
Yes, did a search on these disscussion boards and via Google. Most topics go without a reply or just have half the people saying 'blur doesn't exist' with the other half saying 'well I get it too'. The few with suggested fixes haven't worked.
i have exact the same problem ,i played arround with the setting and turning off the anti-aliasing, disablling V synk in game (putting V synk in addaptive in the nvidia control panel) and enabling triple buffering in game (make sure triple buffering is disable in nvidia control panel) helped quite a bit .the blurriness is not completely gone but is a lot less noticeable .
Btw im playiing in a 27" 1440p resolution BenQ monitor and trying to play at any resolution higher than that makes the game stutter like hell , but lowering the resolution to 1080p completetly solves the problem with the settings i just metioned above.. yes the blurryness is completely gone at a 1080p resolution.. only problem is , the game is not nearly as crispy and beautiful at that resolution anymore =\ .. so all in all i think the game is not well optimized because i have a GTX970 4gb OC edition and i play pretty much any game at max settings without any problems. so i hope this help all of you who are having this issue enjoy this awesome game a little more.
Nah , my monitor is a 27" BenQ XL2730Z with a 2560x 1440p resolution , 144Hertz and 1ms(GTG) response ; this is one of the best gaming monitors out there to date and i have this blurry issue just like many other people; i can play games such a batman arkham knight,the witcher 3 ,mad max and many other demanding games at max settings with a decent 40 to 60 fps without a problem ; so no , it has to be the game that is not well optimized .. i hope the devs really look in to this before they release it from early access next moth =\
Update on my comment ..so i had some stability issues after enabling triple buffering in game, the game froze twice in like 30 min and couldnt do anything ,i had to do a hard reset on my pc eact time, so i disabled triple buffering in game and enabled it in nvidia cotrol panel and its been a little over an hour and its runing good so far so if any one it trying this setting and is having stability issues after enabling triple buffering in game, just go ahead and disable it and enable it in nvidia control panel and you should be good to go .
It was less noticeable in Act 1 because it was darker but Act 2 is rather bright and I'm definitely noticing some sort of motion blur.
It may well be my monitor, it is only 60hz but the response time is good (BenQ RL2455hm) and I noticed a poster above me mentioned experiencing it despite having a 144hz monitor. The effect is far more noticeable in Grim Dawn than any other game.
I don't know what it is, maybe it's some kind of micro-stutter, it might be GDs contrast and colour palette, perhaps it is just display blur.
For everyone who refuses to accept this blatant honesty; if one or more of you could enlighten the rest of us as to how code for motion blur magically appears out of nowhere...
@Kabane: Play around with the Blur Reduction setting to see if it makes any difference.
@Pelerin: Play around with the RTS Mode setting to see if it makes any difference.

If I enable the frame sequential 3D mode on my monitor* (which uses a strobing backlight similar to LightBoost, ULMB and probably the Blur Reduction on the BenQ XL2730Z), the terrain in Grim Dawn looks a bit clearer/sharper as I move around - although very dim due to the limitations of my monitor.
Note that this won't fix the judder effect that can be caused by low framerates and/or microstutter.
*Monitor is Samsung S23A700D, 120Hz, 2ms GTG.
