Maelstrom (Shaman Skill) query

From the tool tip it says "1 Target Maximum".

How does this affect the Wind Devil and Raging Tempest, insofar that, without Maestrom, WD/RT tends to act like an AiE, but if I add Maelstrom it only afftects 1 Target Maximum.

That "one target maximum" only affects the lightning strikes that can reach stuff in a bigger aoe than the actual whirlwind. It's like an extra ability you grant a pet of yours, in that way.
Anyone correct me if I'm wrong.
In any case, if you don't want to use your hard-earned iron to buy back those skill points in case you don't like the skill, you could always just make a backup of your character save file, and give it a whirl :D
