Stuck at Fort Ikon

I've cleared the Fort out entirely, but the only exits, one leading to a dungeon, the other into the other courtyard, are still closed. The dungeon is "Sealed by black legion" and the other way forward is closed by an unactivatable portcullis.

You need to talk to Inquisitor Creed who gives you the Commander Lucius quest which is in the far right upper part of the Fort.

I too am stuck there. The armory entry (I assume that's what it is) is "Sealed by the Black Legion". I have accepted the quest "Betrayal at Fort Ikon", as suggested by user Kotli, yet it's still sealed. Am I missing a prior quest? I looked in all the hubs, no other quests available to me yet. Am I not a high enough level with the faction? I am friendly with the black legion.

I am a bit confused.

You need to talk to Creed at Homestead before you can trigger the quest at Fort Ikon... maybe you missed it or didnt see the mark on the map ...

I went back to Homestead, and there's no "Creed" there anymore, there is an "Inquisitor Creed" at Fort Ikon though, from whom I have picked up the "Betrayal at Fort Ikon" quest.

Disregard all that. The game was bugged. I restarted it, and what I thought was the Armory is stil sealed, but the portcullis opened (it was closed when I checked after getting the quest.)

Just saying fwiw the same happened to me. Restarting fixed it.

Same here as well, had to restart the game in order to be able to walk out of the gate.

still a bug in 2020. This is the gate within the fort ikon armory, like the others said.. had to restart.

in my experience this have happened when getting to Fort Ikon "too fast" or early, ex portaling there right away with the help of merits
- always been able to avoid it by sticking to the "order" of talking to creed at Homestead first, then going through zones/loading screens other than fort ikon, and the portcullis would always get properly triggered when talking to creed in fort ikon

Before you can talk to this guy you will need to do the quest Blood Harvest in Homestead.
