I also pick Mandates for everything (I usually make Kymon/Order choice before I start leveling and pick one accordingly), so I don't need to worry about reputation when I need augments. I also apply Warrants if I happen to have any laying around.
Then equip/prepare leveling gear, Lokarr set is obvious choice but if you don't have it yet, Explorer works well enough, Leovinus rings are also useful during early levels.
Experience potions from Malmouth Resistance are also useful if you want to level up as quickly as possible. However unless you want to do Ultimate only run, you probably will reach level 100 without them before you finish story on Ultimate anyway, so I would consider them optional.
All the above steps usually take around 5 minutes to get ready.
As for leveling itself, Normal is more efficient for leveling than Veteran. I tend to clear the whole game, grab all the shrines, finish almost all the quest excluding skeleton key dungeons. Some people like doing some leveling builds but I prefer to actually slowly get towards my planned endgame build, so I see it flesh out as I find that more interesting even though sometimes less optimal. I tend to finish Normal, then skip to Ultimate, which nets me level 94 somewhere between Old Arkovia and Homestead, with level 94 gear game gets really simple. When you finish the game you should be 100 for quite some time already and your devotions should be leveled up to max as well.
Obviously during all that, you will find tons of MI items, grab the useful ones, trash the rest, if something is nice for the build I play, I sometimes do 2-3 runs until I get some more interesting affix. If you clear everything during leveling, you don't even need to plan ahead, as you will see everything drop and re-farm what seems useful. With Mandates, you should always have sufficient reputation to use reputation to upgrade your gear when you hit the level, base game reputations scale well in between 30-60, DLC reputations give you great gear at 65 and 90, so you should be able to slowly replace the gear as the need arises. 40+ you can buy first weapon augments, 70+ you can get first resist augments.
This might not be the fastest/quickest/easiest/most optimal way, but it's definitely great to learn about the game, especially to learn where various MIs drops and quest rewards, so you are at least aware they exist. Also depending on the build it might be possible to get to level 94 using Lokarr set, but I wouldn't recommend that on Hardcore.
Of course there is still plenty of content to do with super bosses, SR, and Nemesis reputation once the final build is done.
One of these days I want to try to finish Morgoneth before level 94. I figure if people can run a classless build, it should be easier than that.
Purchase Potions of Clarity from Malmouth vendor.
Play normal difficulty, kill the first boss and open the gate to Devil's crossing. Go to your stash and equip whatever +XP gear you might have. Consume a merit.
Quit, and launch Elite. Pop a potion, and immediately open the gate to Devil's crossing. You'll get a large chunk of XP. Go to the top right corner to talk to the lady that resets skill points, and you'll get another chunk of XP.
Quit, and do the same in Ultimate.
You'll be around lvl 15-18 (18 if you have Lokaar's Set) now after doing all that, with around 50 skill points, and it takes like 2 minutes to do.
Restart in normal and use merit to unlock portals. Do not kill anything.
Grab easy access lore notes in devils crossing and first few areas in chapter one. Also go to portal in Burwich and grab the the journal for the Direni quest. Get Lore notes in Covens refuge and FG starting area. Should have around 12ish notes.
Quit and restart in Ultimate. Get the first quest to kill the reanimator. Still not killing anything run and get the rescue quest guy in the house, and continue to run all the way to the cave with the reanimator. Quickly drink exp potion, put on any exp gear you can, and use all the lore notes. This will level you to like 12-15. Get whatever skill of choice you want. Kill the reanimator for quest (he will still be lowest level since you enter the cave at level 1). Portal back to devils crossing turn in all the beginning quests you can. (Including the Direni quest by dropping the journal and picking it back up, then spare him)
(the only tricky part here is sometimes there are a few mobs when you zone into the cave, they will not kill you instantly but do hurt so you have to dance around them while getting those first few levels up)
This will get you to level 30+. From there you can restart in normal or whatever you wish.
Personally, I run the first 2 waves of the crucible, to get 15 points. You will need to run the first 2 waves, 3 times; then just the first wave once. This will get you 15 points that you can then turn in and get 5 devotion points. Should be quick and easy.
Once that is done I restart on normal, get/craft any missing gear I need. Also sort skills and devotions. Then using the unlocked portals and exp potions run all the main story quests through the entire game, including DLC. Grabbing devotion shrines along the way. With rep merits you will get most of your rep needed this way, but you will also be like level 60ish I believe it is once all finished. All told the whole thing takes probably 4 or 5 hours, less if you really want to speed through it, and can skip some devotion shrines and such.
But from there you have a level 60+ toon with near full rep and devotions that you can do with whatever. I finish the base game on elite, which will be like level 75ish, then go on to Ultimate.
Stash merit, pots, lokar set, and some iron bars. Get lore notes at level 1 that are easy to get. Theres around 10 of them (could be 12 or more, I never count them so I'm not sure, I just know where they are). Use merit and equip lokar. Go to ultimate difficulty. Do first quest until you're in the cave, don't kill much on the way, you wanna stay level 1. Once you enter cave, use exp potion, read notes. You're level 17 while the boss in the cave stays scaled as if you're level 1. Kill boss. Give scrap and aether crystals back in DC. You're now about level 31.
Go to normal, rush through main campaign to get reputation started. At level 50 or so, go to elite, take off lokar set (if hardcore, otherwise you can just use the set the whole time, it's just scary to use it on HC in elite and ult). Rush campaign again. Start getting revered with DC and black legion passively while doing main campaign. Use augments from them when you hit level reqs. Go to ultimate, do the same. You'll hit level 94 around act6. Depending on build, I usually hit 94 (the level that actually matters, not 100) in about 8 to 15 hours.
30 hrs later I have completed base game and both DLC on one difficulty. So I either then start a new build or take it on to Elite.
(I can't skip using merits like some do but each to their own. Their game their way)
- Use all faction mandates (but no merits)
- Do more or less full playthrough of Veteran, doing all quests but skipping some side areas (like Arkovian docks) and Skeleton Key dungeons (I don't care about them during leveling)
- Go to Ultimate (usually I'm level 65 or so) and do full playthrough
Reasons:
- full playthroughs = frequent change of scenery
- also, guaranteed MI drops means I gain access to items I forgot they exist
- thanks to mandates and the fact I will be lvl 70 around act 2 on ultimate means I can fix my resists when I need them the most
- devotion progression is fast but natural
- I need to unlock riftgates myself due to lack of merits, easier to keep track of where I left
- leveling in this game is so much fun
Just playing the game? Worked for me on multiple characters. Quests give more reward points to level up than just running and gunning.
