Ruined Shrine ~ Sealed by Chthonic Energies! Can't cleanse?

I found a Ruined Shrine in Asterkarn Valley! It's got this wierd message as in the subject! I've cleansed tons of shrines but this is the first time I've come across a shrine of this Type!
I have many Seals of Chthonic Binding in my inventory - but clicing on this shrine seems to make no difference!

How do I cleanse it?

Get your rep up with the guys in old arkovia. They give you a quest

You need a pretty high level of faction rep with the Rovers to get a quest to cleanse this shrine. Honored I think.

you have do 3 quests for her in different locations to get three things. i looked it up on grim dawn wiki using bing search engine finished that shrine yesterday.

That shrine is done via the Rhowari Legacy( https://grimdawn.fandom.com/wiki/Rhowari_Legacy ).
