Can this be played offline? Is it worth to grab in GoG instead for this purpose? I would most likely play this on my laptop with a controller while nowhere near an internet connection

Yes GD is offline. In single player you only need online if you want to use cloud saves. You can play without internet on Steam too I'm pretty sure

Should be able to. Just turn on Go Offline in your Steam settings. Of course any future patches you'd need to switch back to download them, but then just turn it off again.
