Potentially very stupid question

I noticed that a low-key genius recently made an interactive map for GD. Is this an in game mod, or not? Thank you and forgive my ignorance.

depends what you mean by recently
only interactive map i'm aware of is Grimtools https://www.grimtools.com/map/ (beware spoilers if you like exploring)
which as you see is a website, or is available to download as an offline tool thingy, but still has to be used outside the game ofc
