your understanding is correct, but there are additional factors not being considered,
1 being it takes you a mere 3 levels/"5minutes" to get to 9pts
other being that at low level/starter weapons have veeeery low weapon dmg
and savagery carries native flat with it, which will then offset some of those early charges
savagery is an ok skill to level with, not the best, but it's really not because of the charge system, and if you use the usual levelling approach of "max a main dmg skill/max your dmg skill asap" then it will be totally fine
Remains the thing with the charges for another Weapon damage skill. Can I boost another skill or are the charges for savagery alone?
I level now a warlord with righteos fevor and think blade arc can work well if the charges bosst it...
the flat dmg and %weapon dmg scaling is native/direct to savagery/RF only
the other stuff, speed/oa/DA/%phys/%fire/%lighting is global/applied as a regular global buff, but isnt' really "big" enough to be worth stacking if you're using another main/spam attack, if you were using cooldown blade arc it could potentially benefit in a small way (the global dmg boost isn't really that big, tho it can be big early on when you have low %boosters)
*the total dmg bonus on savagery 2h Might of the Bear is for savagery only too

sure primal strike is better/easier, but if treated right aint nothing wrong with savagery
Was it slow at first? Yep, did I have to run? Of course I did. Just focus on your resistances, and other defenses (I really like regen builds for warders) and you'll get there, might just need to hump a lot of loot to get the bits you need to grab potential upgrades from the shops, I know the early levels are such pains, but you can do it and do just fine.
- luck out and get a troll stick or other decent booster weapon and it gets even better ofc
