Report a translation problem
Seems to me that your steam installation is probably on your system drive in c:\program files... , to be able to manually change or edit files in protected folders like these you need administrator rights on your windows user account. This is also true for programs and such, the person installing or running them without restrictions must be able to grant administrator rights to applications.
I would advise to try and install steam on another drive or partition. If you only have 1 drive or partition, install steam at the root of the drive "C:\Steam". You will be able to run steam and the games you download from steam without any restrictions or administrator rights needed, even change files manually without issues.
Edit I am the admin of this machine, triple checked that, I have full access to the files and this isn't an issue with other games that are installed on this same drive which isn't my main drive but I had no issues with arnored core 6 or BG3 for example recently.
either you're messing with the wrong folder/files, "simply not doing things right", or your installation is borked
veteran is a toggle on the main menu, that only works as a modifier to Normal
unsure if you're confusing that part with something else
if that basic feature isn't even working i'd probably wipe folder(s) and full reinstall
as for settings not sticking, sometimes weird folder permission issue can happen with windows - there was a user that said no matter what they did they couldnt' fix it until creating a second user on the PC and installing grim dawn through that
i'd probably try manually wiping the documents my games grim dawn folder and see if it still has permission issues/wont turn read only off after reinstall too
*move or backup any saves in there if you use local saves/cloud off
oh yea alternatively it could onedrive is screwing with you and keeps replacing the og file? - in which case you need to unlink the documents folder from onedrive entirely too
Edit: I have never even launched nor had 1 drive linked turns out so thats not it for sure. just went to check and yeah i disabled that when i built my pc.
I only recently installed this game and while im no professional i know my way around a PC i tried a lot of solutions to this last night spend like a good 3 hours on it easy. my last ditch effort cuz i didnt think it would work was edit of the options test which did work for most settings including UI but i see no auto loot in that file.

Yes and the settings stick, but only if I change them while playing. So the auto loot which I really want on, if I toggle it on it toggles off visually but unless I go back to main menu it turns off again. (It stays on if I don't leave the session but it turns off if I do go to main menu)
I also have the opposite problem if I create the character in veteran mode it stays on forever can't toggle it off lol its more an announce cuz I want then to stay on not have to play with them and remember every time I log in lol
there are 2 settings folders, one in documents, the other is in game install folder
likewise it kinda sounds like additional files are read only if veteran mode can't be toggled on
did you try manually deleting the whole folder and full reinstall so game can create them again?
(and then maybe install while steal is running in admin mode or something?)
files reverting seems logical if read only, them "sticking" to read only does not tho
which was also why i thought of Onedrive, since otherwise it should be a global permission issue where you can't change folder permission, ie don't have the "rights" to tick off read only, which generally shouldn't be a problem, so cloud/Onedrive replacing the unticked file with the read only file again seemed like could make sense
otherwise i'd check general documents folder permissions, assuming manual removal of folders and reinstall doesn't fix it
The issue is I can't change them at all, if I try they auto reset to read only instantly.
I have tried a full reinstall
Verified files
Gave myself full access to all files
Gave myself admin inheritance
Disabled my firewall and anti virus
Reset my firewall to default settings
Attempted a force turn off thru cmdprompt
Updated my driver's cuz why not! Lol
I checked to make sure no hidden settings are enabled folder protections
I enabled one drive just to make sure it was disabled then disabled it
I've moved the game from 1 drive to the next
I have tried near everything, some things twice and others in and out of admin running like steam. I can attempt to manually delete all files haven't tried that then reinstall. But my hopes are pretty damn low.
It's crazy cuz my other games despite "read only" can change their settings, and my friends checked their files all read only for grim dawn but they can edit their settings freely as well. It seems to be me that always gets the best bugs and glitches it's a running joke in our group lol
did you: manually delete *entire* folders, before reinstall?

manually delete folders: then reinstall while steam is currently running in admin mode, aka "run as administator" (which would require a steam restart)
No i am attempting that right now, I did find a really funny file that shouldnt be there and i have no idea how it got there Under documents>My games>Grim Dawn>Save>main>_ Suck D**k
I am not joking that file exists and i nearly died of laughter but my friend has no save folder in that rofl

Alternatively my veteran mode on my 2nd character I made in veteran mode just yesterday is locked on, if I leave game or change any other option it forces it back on.
But I can enable auto loot materials woo
if your veteran mode still isnt' sticking i'm assuming you either didn't do the same "fix" for the game install folder: or you're using steam cloud saves (ingame settings not library) and some of those files are read only or something
in which case you can try moving chars to local saves and see if you can turn read only off then
Yeah I used the steam cloud cuz I didn't wanna lose my lvl 30 character, and I certainly didn't Make a character named thay xD it's not even an in game character available to select haha I think my PC is taunting me.
But yeah I assume it's some issue locked into the save, so if I manually back them up it will likely be the same issue. I'll just have to live with this as I have access to most of the settings saving now. Which is weird. Cuz I did delete thay entire settings folder manually before just not the entire game, at one point and thay did nothing...
But I'll take a win cuz sometimes I never get them with my issues in games xD
