nemesis is not the only source of tonic of clarity, you can get them in crucible and sr too, (monster totems too? i think/unsure?)
Nemesis do not spawn in unexpected places, infact their spawn locations are very fixed, and "guaranteed" if you will; if you feel the spawn points are too many for a given Nemesis then just hunt a Nemesis with few spawns/fast clear potential
nemesis can be fought on any difficulty, so you only take on Ultimate difficulty challenge farming them; if you voluntarily select Ultimate
^once nemesis status is reached you get nemesis spawns regardless of difficulty on that char, and each nemesis is a guaranteed 1x spawn per Nemesis, ie up to 10 nemesis spawns per session for a char
Third best option is Eldritch nemesis, although it has more places to spawn (basically the second part of the FG DLC), it can be reliably farmed and the rep is very easy to get and it's also never locked behind Skeleton Key.
If your goal is literally only the Tonic, it's also not-so-rare drop in later SR shards, so that's another option how to get it, although not as reliable as nemesis farming. Also, as others mentioned, you also get plenty of those as quest rewards.

like i posted in the past, tonic of clarities should be able to buy from vendor in the game, u can limit it in amount and time to resupply.......
ch'thonians have 2 nemesis, Aetherials have 2/1 for each type of Aetherial faction, rest have 1 per faction
if you are nemesis with all factions that means you get 10 nemesis spawn, guaranteed, per session, after (world) Nemesis is killed you need to go to main menu to get new nemesis spawn from the same faction/faction you already killed nemesis from
so if you are hunting ex Eldritch nemesis "only"/specifically, you go in game, find and kill the nemesis, then go to main menu and then enter world again; and nemesis will guaranteed to have spawned in one of its spots in the new session too
*how many potential spawn points a nemesis has depends/varies per Nemesis, some has like 18? others have 30 potential spawn points, but if nemesis status is reached a faction's nemesis will *always* spawn in one of its fixed spawn locations
you can check on the monster database i linked earlier exactly what and where each nemesis XY individual spawn points are if you wish

As others have said, every nemesis spawns 100% of the time, once you've hit the minimum rep requirement. They just only spawn at one specific spawn point. Some, this isn't saying much, as they may spawn practically on half the map it feels like (Aetherial Nemesis has a ton of potential places you may need to check), others are very easy to path through all of their spawn points to find them like any of the human factions nemesis spawns.
The only reason a Nemesis spawn may not seem guaranteed is if you don't know all of their locations. Some are hidden in far off corners, small side caves you may not revisit, or locked behind skeleton keys (where, if you fail the kill that run, either because you missed the spawn or died to them in the fight, you can't take another shot at it that session and have to retry).
As to potions of clarity. You get them throughout. If you believe you need to use one. It is often better to just use a spirit guide. I do like the "Wanted" poster drops. Those are very cool!
they've lost a bit of their relevance today since, generally you don't need their increased drop rate (tho they are still decent for blueprint farm if not able to do sr 75), other/bigger challenge elements elsewhere and ofc can easily get their MIs in Crucible or SR
except for Kaisan, his MI is exclusive to him and he has to be target farmed/world killed to get that sweet +1all skill necklace
so now Nemesis spawns dynamically near you when you kill X amount of enemies related to that faction

"Nemesis boss spawns have been overhauled. Nemesis bosses now appear randomly nearby when you slaughter monsters of their faction that grant experience and/or infamy, with more progress granted in Challenge Areas. Nemesis bosses no longer have fixed spawn points. Each Nemesis can still only spawn once per session."
So you could find them anywhere in the game.
