When I try to launch game from my Steam library, that error appears. Game deleting and downloading again may help?

just got a refund, couldn't open the game

are you trying to use Grim Internals tool?
if so then add Grim Internals to your steam library and launch via Grim Internals

otherwise try the usual stuff, whitelist game and steam in Antivirus, reinstall game, exit steam client and open steam again, check in taskmanager all steam processes are closed, then open steam again, try see if steam client has any updates and update if so
