stun jacks (demo) and phantasmal blades (nightblade) are probably the most prominent examples for "shotgun" skills.

anything ranged using inquisitors storm spread WPS also sort of qualifies i guess. was nerfed a bit in the most recent update, though.

there are also some items that come with shotgun skills. chillspikes (from seal of night weapon component) for example.

Blade burst and a shotgun yields really satisfying shotgunning kills.

I had a good time playing with Stun Jacks (Quick Jacks). The set that supports that skill is Light's Defender. The set also boosts Storm Totem and Storm Box of Elgoloth, so if you play Stun Jacks, you'll take Shaman or Inquisitor. I made my character pre-expansion, so I went with Shaman, but I think Inquisitor would be good, too.

Inquistor gets a short range tether system for lighning damage

Theres the stronghold set that can be worked around various classes (works best as a commando though) which has two procs which are shotgunesque

"Stun Blast (Granted by Item)
Fire a spread across the room that leaves foes perforated and stunned. This is a ranged technique that activates off of default weapon attacks.
25% Chance to be Used
4 Projectile(s)
40% Weapon Damage
100 Physical Damage
71-110 Fire Damage
Stun target for 0.8 Seconds"

"Concussive Round (10% Chance on Attack)
Fire a high-velocity round that penetrates all targets.
1.5 Second Skill Recharge
100% Chance to pass through Enemies
10% Weapon Damage
104 Physical Damage
142 Fire Damage
Stun target for 1 Second"

Both activate off of default attacks.

I'm not so sure Soldier offers more to a Stronghold build than Inquisitor does.

The proc does s**t tons of damage anyway my opinion your better off with the better defenses of a soldier, the shield skills and warcry (as both procs deal a fair chunk of physical damage) also cadence works better with it than fire strike (imo) if anything id say drop demo and go soldier / inquisitor
