2h builds are ok in elite. Not sure about ultimate though
There's a good warder tank build that does damage via retaliation and reflection on the official forum. It's ultimate and HC viable.

Pretty sure you can find a couple decent 2h primal strike builds there too.
I played to act 4 elite with synergy build, but just today changed it to primal strike. So much faster to deal with mobs.
*savagery :D not synergy
Savagery + bleeding works nicely. Couple it up with the Blind Fury + Rend on the devotion tree, and you will be spilling nasty blood. You might even think of maxing Devouring Swarm for the ultimate debuff effect.

The only downside is that there isn't a specific dedicated legendary set for a bleeding warder. You mostly have to bring together different equipment. There is the Wildblood set, but it's kind of meh.
Another alternative is a physical warder that focuses more on the soldierly side of things with support from shaman abilities like mogdrogen's pact and primal bond. You can do cadence or savagery equally well and you have all the best defensive passives at your disposal. I ran mine through ultimate to the plains of strife or so before I got bored with him and moved on.
I was getting tired with savagery, becouse it works fine for bosses but sucks ass with mobs that are a problem at end game.

Rend and Blind Fury give you the much-needed crowd control. Blind Fury does rely on crits but you are normally expected to have a good bit of OA as a physical build anyway. Also, 1 point in Upheaval + skill bonuses are a good way of smacking groups of mobs upon each crit.

Needless to say, it is a good idea to back yourself up with passive procs like Feral Hunger and Zolhan's Technique. Without these especially, paving your way to higher levels may be initially very painful with Savagery though. Can't disagree with you about that.
