This one's mine. Built around Vire's Might. This is a movement skill that also deals damage. You can basically spam it killing mobs pretty fast. Good for farming.
Honestly though, 250k kills takes a long ass time regardless. And the fastest way I've heard to get it is from crucible. So mobility isn't really gonna help you all that much, it's more about how much damage you can put out as fast as possible. It's not like you need mobility to get to them faster. However, it would be boring doing crucible alone for 250k kills. So I guess to mix it up, AND have a great farming char, go with the fire skater!
Outside crucible, I'd guess a skater build as the others said. I've never used one though, so I don't know.

first of those build requires the Vanquisher set, otherwise it won't work. The second of those does not. The first one, the aetherfire build would be slightly stronger but you'll need to farm gear if you don't have it already....the 2nd build is less gear dependent and almost as good as the first build.

Key items are the amulet, and armor, along with Aura of Censure from inquisitor, which several item slots are dedicated to (weapon, shield, medal, helm.)
Quickly kills monsters and such, and capable of harder content as well. Can add Vire's might for a point for another movement based skill if you prefer.
And then there is this one based on blade spirits, and the Chillwhisper set. These two are generally my preferred farming characters. Can add shadow strike for another movement based teleport type skill if wanted. Just wander around and the spirits kill everything fast and keep you healed with no worries at all. Capable of harder content as well.

Alternatively with the Chillwhisper build above, can instead do an Oathkeeper class rather than Inquisitor as second class, and put the Rune of Hagarrad points into Guardian of Empyrion and such, if you have the resources to craft https://www.grimtools.com/db/items/11719 with the modifier than turns all Guardian damage into cold damage. Would be both strong, and lazy as you just move around and your spirits and guardians kill everything.
And lastly, just for fun. My latest character I just finished (mostly) yesterday, and the character I have the most fun with though it does require a little more interactivity as you Reap Spirit a lot, but dropping Devastation (both actively and passively) all the time is incredibly satisfying.

Requires you to either be really lucky to get that helm, or have taken the time to farm it though. I usually love pet builds, but this is by far my favorite and most satisfying character to play. All these builds (at least seem in the latter's case) are capable of harder content too, as well as being solid quick monster killing farmers (with the previous 2 requiring very little interactivity to do so.) I use them to quickly go through the "roguelike" dungeons (with the Paladin being better for Tomb of the Magi, and the Chillwhisper being better for Port Valbury), or farm up things like Cthonic Seals, or Ugdenbloom.
