There are indeed several items in the game which allow the player to dual wield pistols or melee weapons. The Gunslinger's Jacket is just one of them.

There is a craftable gunslingers medal in devils crossing that does the same thing, theres also a belt I think. Been having fun with my dual wield pyromancer but the problem is so few high level pistols and you increase the grind time to find weapon upgrades as you need to find 2 decent weapons instead of just 1. Im probably gonna switch back to rifle till i hit much higher level tbh as fun as it is.

There are enough high level pistols catering to all types of damage. I highly recommend sticking to pistols, since rifles soon fall far behind the potency of pistols. The complete Ultos set cannot compete with replacing the rifle it entails with two pistols.
