Statwise (flat number) When you get an item with +3 elemental damage you kinda get +1 of each element of extra damage. Thus while not to bad isnt super amazing for most builds either.
Statwise (%) For example 10% more elemental damage means 10% more cold, 10% more fire and 10% more lightning damage and thus elemental % is amazing mostly for magic builds :P
Percent Elemental Damage on the other hand is a bonus to all three elements equal to the full value. It is not split evenly. This makes percent Elemental Damage a powerful way to increase several damage types at once.
