Caster off-hand is the same, it has no block chance like a shield, but the same type of bonuses and boosts geared toward spells etc.
There are various two handed weapons that have bonuses and skills that are clearly designed for caster use. No staves exactly, but a lot of similarities in how they work with a caster.
Edit: Check out Loyalist Items 2 dlc on the store page. It's cosmetic skins but as close as you'll get to looking like gandalf in this game.
Any weapons that shoot fire, lightning, or cold?
If spellcasters in the GD setting used staffs (they don't), they would use them to stave the enemies' skulls in, not to point it at them and pew-pew the enemies to death. (The staff would probably deal non-physical base damage though.)
