There are pros and cons for each choice. Vitality build centered around life leech tends to focus on vitality RR. Both shaman and occultist have good source RR (devouring swarm and CoF) and have good skill that support vitality.
Depends on what you think you are lacking. If you feel that your health is a bit too low then shaman is a good choice. Occultist can drain life via sigil of consumption and if you feel uncomfortable with your tankiness, you can switch to possession which gives 15% damage absorption.
Personally, I play reaper with frenetic throw and heart seeker since it has powerful leech effect and able to deal both range and melee attack. Spectral wrath, Rattosh, and black star of deceit give me enough RR in elite.
