It's probably so you can actually max your devotion without too much trouble. It's still worth it to do at least the corrupted ones since it's not like they cost you anything, they're kinda like extra 1 time Monster Totems.

..the short story, however, is that there needs to be enough shrines (in Ultimate particularly) to compensate for players who make use of said merits to skip to and play just Ultimate. This way they won't be "required" to necessarily need to go down to lower difficulties for the sole purpose of hunting down shrines.
I know there's one in Act 2 literally on the side of the road, on screen as you pass it, on a mandatory path, and I missed it SIX times before finally realizing it was there. Even today, hundreds of hours later, I have to remind myself its there so I don't miss it again.
Is that a negative or positive, not sure?
I agree, player choice on how they want to play is up to one person, the player. Can you max on the base game, yes. Is it easier with xpansions, yes. Thats a win in every way IMO.
