Once that skill gets high enough you also end up pulling in skeleton arcanists or revenants with actual additional skills when you summon. The energy recovery rate increase within the skill is for the summons and not your player character.
That said those special summons don't start showing up regularly until you have a fairly high skill investment in the skill. And pets are really an all or nothing proposition given how you have to specifically choose weapons and armor that boost your pets rather than you.
all that said, you can do whatever for a good long while. normal mode is easy enough that optimization shouldn't matter at all, and with a bit of common sense elite and ultimate shouldn't be a problem either. one thing to remember is that all this optimization and theorycrafting stuff is mostly irrelevant outside of endgame content where the difficulty is actually high enough for min/maxing to make a real difference.
