+1 to all skills
What's your opinion on these items, I've reached a point where I'm conflicted. For the most part it seems they're weaker altogether if you're paying any attention to DPS or damage per hit. I'm starting to lean more that they're just better looking on paper, unless they're legendary or such.

Depends on what they are on. +1 all is low on my priority list, but it can be nice on builds where you have a lot of single point skills. Generally equipment that modifies a skill or add multiple points to a single skill will be stronger.

Depends.
If you are talking about + to all skills for specific class, then its can be useful if you stack 2 or 3 of them. Then you cann get a lot for investing into a bunch of single point skills.
But it isn't really a priority.
If you are about + to all skils in general it is really rare and not very useful most of the time. But there is, at least, Kaisan's amulet that can roll rather good stats.

there used to be more items with +1 to all skills and most of them were changed to other bonuses. stacking a few such effects was actually quite powerful.

if you have something like +5 to both masteries of your class, you can make good use of just about any passive skill of your class with minimal investment of actual skillpoints.

There don't seem to be any rings at all that give +1 to all skills in anything on their own.

+1 all (mastery) skills is only on necklace, weapons, helmet, relics, and set bonuses. Theoretically you could get 5 max since most sets that give +1 (or 2) all skills also take up one or more of those slots and don't give +1 on those slots. Maybe there is a set that doesn't take up those slots I am unaware of though.
To answer the thread topic, it really depends on the mastery you have taken. Masteries with a lot of useful passives like soldier or has several "one point wonders" like arcanist get a lot of mileage from +1 all. Dual wielding Nightblades surely appreciate the skill points they save on their numerous wps. Value of it also goes up if you're playing a piano build since it benefits each of your skills.
I used to think it was the best thing ever, now I think it's a nice bonus. Very good if you have lots of skills though.

You could get +6 with a 2H weapon that gives +2 (or weapon and off-hand), set that gives +2 (or helm and amulet), +1 belt, and +1 relic. I don't think you can get more than that though.

Edit: I was selling crap and just happened to check Mythical Silverbolt's stats that I was selling only to notice that it had +3 to all skills.

So it's possible to have as high as +7 lol.

Two handed weapons also give +2 to all. Personally I've never used ...yet....past Hevill's Sword lol, or to experiment, my second weapon set which I and evidently most people never use.

The neck from the FG nemesis with +1 skills is BiS for a lot of builds, especially fun/uncommon ones. You just need to get lucky. Also have fun finding him. Lol.

I've only ever fought 2 nemesees, plural right? They only appear when you max out their hate correct

Honestly, I did probably 1000+ barthollem's warmaul runs. Not only is it like 1 in 200 for a double green affix, it has a chance to be a lower level version even at level 100. Well honestly that's some BS. So I just cheated in a perfect one. If I spend 20+ hours farming something I'm just going to cheat it in at this point, idgaf lol.

I believe one dropped a "Warrant" or something that's like a mandate but for bad rep

its alright, if you devote a few hours to farming them you'll get many more, good farming routes available

Does anyone here know if crafting the faction belts that give +1 to all skills in certain classes, do any of them ever have light radius as as random effect?
