Stuck at fort ikon - armory

i got the quest picked up betrayal quest that wants you to get the explosives , but i cant still get down there, what iam missing? ive tried to restart the game several times and nothing is working.

From the area with the npc's.....
go down the steps at the bottom
to the right
Up through the archway - under the area you were at in the npc area
go left until you reach the wall, then north, look for the archway to go west
go through archway, and keep going west until you hit the wall
you should see hte door down

it's bugged. restart the game and go through the portcullis gate.
