Dravis 2nd letter not appearing

To start, I have already completed this quest with multiple characters in the past but for some reason, the second letter isn't appearing in my inventory. I have Stormheart and the first letter still in my inventory and I'm standing near the blue flame and skull pile in Anguish, but nothing happens. I've ran through Anguish three times now (after restarting of course) and every time I reach the blue flame, nothing happens.

Did this quest change somehow? Am I missing something obvious? I've tried speaking to Dahlia, but she just gives the same old lines she had before and I read the first letter again to see if Crate added another step, but it still leads to Anguish. Any ideas for this one?

There's only one secret room in Anguish that has the blue flame and skull pile. Actually, there's only one secret room in Anguish period.

And I already tried verifying the game cache. I should have mentioned that in the first post.

assuming you're obviously on Ultimate, and you indeed still have Stormheart/letter in your inventory, you could try going back to the first step of teh quest and see if that re-triggers and subsequently enables step 2
other than that only thing i can come up with is reinstalling the game and/or sending your save zip to Crate in the bug forum see if they can figure out what's up

Revisiting the tree worked. Maybe the first letter was glitched somehow, but I even had the message appear about the wind when I went to the tree.
